STMS CAT A/B Practising Assessment

The STMS Category A/B Practising Assessment evaluates a trainee’s practical ability to implement and manage Temporary Traffic Management (TTM) in a road environment. This workshop aligns with NZQA Unit Standard 31963, replacing the former NZTA warrant for STMS Cat A/B Practising.

This assessment is designed for those intending to work as practicing STMS personnel responsible for implementing and managing TTM sites.

General Overview

This workshop is intended to:

  • Assess the trainee’s current practical skills for implementing TTM sites in real-world conditions.
  • Ensure competency in conducting site briefings, assessing risks, following the Traffic Management Plan (TMP), and managing work crews.

Upon successful completion of this workshops, participants will:

  • Operate as a practising STMS within a road environment.
  • Conduct pre-departure checks and crew briefings to ensure site safety.
  • Review and follow TMPs, identify risks, and implement safe site setups.
  • Accurately install and remove TTM sites, including shoulder closures, two-lane diversions, and Stop/Go alternating flow sites.
  • Demonstrate safe practices for unattended worksites and uplift processes.

This will be a practical workshop, compliant PPE will be required:
High Vis Orange Vest, Steel Cap Boots.

Recommended Optional:
Hard hat, gloves, long pants and sleeves, waterproof jacket (weather dependent).

Drivers Licence

Once achieved, this unit standard will remain on the trainee’s NZQA Record of Achievement for life.

However, under the Health and Safety at Work Act 2015 (HSWA), all PCBUs must verify ongoing training and competency. This means trainees should expect regular assessments to ensure continued competency. Trilogy Training offers refresher options to meet these requirements.

This workshop is an onsite practical assessment conducted over 2 days, with tasks observed by a verifier and/or assessor. Trainees will complete three closures for the road environment, which include:

  1. Mentored Tasks
    • Installing a shoulder closure.
    • Installing a two-lane diversion (contra-flow).
  2. Final Assessed Task
    • Installing a Stop/Go alternating flow site.

Tasks assessed include:

  • TMP review and pre-departure checks.
  • Crew briefing and contractor induction.
  • Risk identification via site drive-through.
  • Accurate implementation, uplift, and unattended worksite provisions.

If required, a free watch day may be added before assessment to enhance readiness.
