STMS Universal

The Site Traffic Management Specialist Universal (STMS-U) workshop provides an understanding of temporary traffic management (TTM) requirements for worksites. Designed as a 2-day knowledge workshop, this course aligns with NZQA Unit Standard 31961, replacing the previous NZTA STMS Universal warrant.

This workshop is an essential foundation for those progressing to STMS Practising roles, planners, approvers, and other TTM theory experts. It equips those with a deep understanding of TTM principles and safe practices, making it applicable across a variety of roles in the TTM sector.

General Overview

This workshop is designed to:

  • Provide theoretical knowledge for all roles in the TTM industry.
  • Serve as a stepping stone for trainees moving from TMO to STMS roles.
  • Offer valuable insights into TTM safe practices for managers, planners, and knowledge-based roles.
  • Understand the role of an STMS on a TTM worksite.
  • Explain the requirements of a Traffic Management Plan (TMP).
  • Understand the recording and reporting requirements for TTM worksites.
  • Your National Student Number (NSN)
  • A form of identification (Drivers Licence or Passport)
  • While there are no formal prerequisites, it is highly recommended that trainees complete the following prior to enrolling:
  • Alternatively, trainees with equivalent skills and knowledge may enrol directly in this course.
  • Once achieved, the Unit Standard 31961 will remain on the trainee’s NZQA Record of Achievement for life.
  • Under the Health and Safety at Work Act 2015 (HSWA), regular learning and competency assessments are required.
