TMO Practising

The Traffic Management Operative (TMO Practising) workshop provides the practical skills required to maintain, install, and remove Temporary Traffic Management (TTM) worksites and perform inspection activities. This in-person, hands-on training is aligned with NZQA Unit Standard 31960, replacing the former NZTA TMO Practising warrant.

Trainees will gain the knowledge and practical experience to manage lower-risk TTM sites or progress towards advanced qualifications, such as Site Traffic Management Specialist (STMS).

General Overview

This workshop is designed to:

  • Develop the practical skills needed to manage pre-established TTM sites.
  • Provide foundational knowledge for setting up minor closures on the shoulder or berm.
  • Serve as a stepping stone for trainees progressing towards advanced TTM skills or certifications.
  • Maintain worksites under Temporary Traffic Management (TTM).
  • Install and remove TTM worksites on the shoulder or berm (non-live lane).
  • Undertake inspection activities on TTM worksites.

This will be a practical workshop, compliant PPE will be required:
High Vis Orange Vest, Steel Cap Boots.

Recommended Optional:
Hard hat, gloves, long pants and sleeves, waterproof jacket (weather dependent).

  • While there are no formal prerequisites, it is highly recommended that trainees complete the following prior to enrolling:
  • Alternatively, trainees with equivalent skills and knowledge may enrol directly in this course.
  • Once achieved, the Unit Standard 31960 will remain on the trainee’s NZQA Record of Achievement for life.
  • Under the Health and Safety at Work Act 2015 (HSWA), regular learning and competency assessments are required.

  • The assessment is practical, with tasks observed and verified by a Trainer/Assessor.
  • Trainees will complete onsite record checks, requiring basic reading and writing skills.
  • Assessment tasks include:
    • Maintaining an alternating flow closure (minding only).
    • Performing an inspection activity.
    • Using conflict management techniques.
    • Installing minor setups on the shoulder or berm (e.g., temporary footpaths).

Trilogy Training provides all necessary resources, including TTM vehicles, equipment, and assessors.
