This is designed for activities on or near the road but where TTM is not their primary role and you are completing low-risk/low-impact work activities.

Suited for Council Inspectors, Surveyors, Engineers, Utility workers (like Chorus/UFB), garden maintenance, signage work, site visits/auditors and civil or construction teams doing non-invasive work.

This new standard replaces the old NZTA Inspector course with a wider scope.

General Overview

This is designed for workers who carry out activities on or near the road – but where TTM is not their primary role.

This replaces the old NZTA Inspector Workshop but with a broader, modernised scope.

  • Council Inspectors, Surveyors, Auditors, Engineers or anyone needs complete site visits
  • Utility workers (doing non invasive works like switching, working from ladders or cabinets, Chorus/UFB work)
  • Civils crews performing low risk roadside maintenance, inspection, grounds or garden work
  • Builders or Construction doing low risk non invasive works (cleaning windows, signage, graffiti removal etc)
  • Any contractors that complete work on the road reserve that are low risk activities and don’t need static TTM closures or formal TTM setups

Online, in-person or blended options available. Facilitated by qualified trainers who guide you through the process. 

Upon successful completion of this workshop, trainees will be able to: 

  • Prepare for a low impact, low risk activity within the road reserve
  • Apply appropriate control measures to a low impact, low risk activity within the road reserve
  • This is an entry-level course. It is aimed at NZQA Level 3, which means trainees need to have some knowledge about the topic, and be able to apply solutions to problems they are familiar with. 
  • No prior qualifications are required, however trainees should have access to a workplace where these skills are being practiced. Please get in touch with us to discuss if you don’t. 
  • Once achieved, Skill Standard 40231 will remain on the trainee’s NZQA Record of Achievement for life.
  • Under the Health and Safety at Work Act 2015 (HSWA), ongoing training and competency verification is required.

  • Theory Component: Trainees will engage in classroom-based learning with a theory assessment to demonstrate understanding.
  • Practical Component:
    • Trainees will complete tasks at a live worksite under the observation of a verifier and/or assessor.
    • The assessment will be marked as ‘Achieved’ or ‘Not Achieved.’
    • An internal Health & Safety induction is also required before participating in the live environment.
    • We can come to your site, or you can join us at our facilities
  • Successful trainees will be awarded Skill Standard 40231.
