The TTM Credentials Framework is built on the New Zealand Qualifications and Credentials Framework, representing a significant departure from the previous Code of Practice for Temporary Traffic Management (CoPTTM) training and warrant system, which was administered by the NZ Transport Agency Waka Kotahi.

End of TMO and STMS Warrants

From 1 November 2024, the TMO and STMS warrant system will be phased out. These qualifications will be replaced by Unit Standards and Skill Standards as they are introduced. Trilogy Training will be offering these courses, ensuring providers can smoothly transition to the new standards.

Changes to Pre-Moderation and Assessor Approval

Registered providers with consent to assess TTM Unit Standards can now create their own learning and assessment resources. However, before these materials can be used, they must be pre-assessment moderated by Waihanga Ara Rau. Assessors no longer need approval from Waka Kotahi or Connexis but must hold US4098 and the relevant TTM Unit Standards they are assessing.

Expiry of Unit Standards 31957-63

The introduction of new Skill Standards will result in the expiration of Unit Standards 31957-63. The final date for assessment of these standards is expected to be 31 December 2026, providing providers with two years to transition to the risk-based approach. Starting 1 November 2024, all references to CoPTTM and other outdated materials will be removed from these standards.

Providers can choose whether to update their current resources. If the only revision is the removal of CoPTTM references, pre-assessment moderation by Waihanga Ara Rau is not required, though internal moderation should still be carried out.

New Unit Standards and Micro-Credentials

In 2023, new Unit Standards at Level 4 (US 33252, 33253, 33254) were introduced. These include micro-credentials such as the TTM Design micro-credential (replacing the TTM Planner warrant) and the TTM Risk Assessment micro-credential, which recognises the critical skills needed for the new risk-based approach. Further Skill Standards at Levels 3 and 4 are in the final stages of development and will align with the latest industry requirements.

Once these new standards are finalised, Waihanga Ara Rau will release Programme Guidance Documents to help providers develop their training programmes.
